Oummal – Maktoum AID

Oummal is a Lebanese non-governmental organization, registered in 2013. Their aim is to advance the rights of all beings, human and animal alike. 

Oummal aims to strengthen health coverage offered by the state through public guaranteeing bodies and digitalization, promoting the patient’s position within the health system, and removing barriers to full health coverage. Oummal operates across multiple sectors, managing large-scale, national-level projects and collaborating with various stakeholders, including civil society organizations, public departments, and international partners. They play the role of mediator between patients, hospitals, and public guarantors to identify and address challenges facing patients in need of hospital admission, supporting the health plans of the state. 

With its Maktoum AID program, Oummal is a strong advocate for the rights of stateless people, especially in the health, education, employment, and digital rights sectors. The Maktoum AID program targets stateless people in Lebanon, especially the Maktoumeen minority, and aims to support the stateless communities in Lebanon in their quest for identity, whether on paper by receiving their legal identification and registration documents or on social and psychological grounds.

Over the years, Oummal has successfully managed large-scale national projects,  such as the UHC-ON and the MedLeb software, and has played a critical role in responding to the COVID-19 pandemic. Oummal’s National COVID-19 Vaccination Hotline handled over 900,000 calls and provided crucial support. Additionally, Oummal carried out programs that aimed to guarantee access to vaccination and medical insurance for stateless people in Lebanon. Working closely with government agencies and healthcare providers, they assisted 1,202 stateless individuals with their identity documentation, registration under the vaccination platform (IMPACT), and access to vaccinations via Oummal’s mobile clinic and the Rahhal Hospital.
